Shulchan Aruch, Orach Chayim Siman 576

Siman 576

Presented here for study, not as a practical ruling. The Shulchan Aruch rules by Sephardi custom, the Rema's glosses by Ashkenazi custom, and the Kitzur follows Ashkenazi custom. For a practical question, ask your rabbi.

1 Concerning what matters they fast, proclaim, and in it, there are sixteen clauses. Just as they fast and proclaim for rain, so too, they fast for other troubles, such as the heathens who come to wage war against Israel, or if they impose a tax on them, take land from them, or decree trouble upon them, even if it's a minor mitzvah. These [cities] fast and proclaim, and [others] around them also fast, but they do not proclaim unless the enemy has come and they have blown the shofar to gather for their assistance. Even if they only came to pass through their land, causing no war except against other heathens later on, and those who pass through the land of Israel fast and proclaim.
2 The same applies for a plague. What qualifies as a plague? If a city has 500 infantry and three die in three consecutive days, one each day, this is a plague. If they die in one day or over four days, this is not a plague. If there are 1000 and six die in three consecutive days, this is a plague. If they die on one day or over four days, this is not a plague. The calculation is like this. Women, children, and elders who no longer work are not considered citizens for this matter. If there is a plague in the land of Israel, the Disapora fasts for them (provided there is a plague in the whole land and not just in part of it (Ra"n chapter 3 of Taanit)). If there is plague in a state and there is another state that trades with it, both fast even if they are distant.
3 If there was a plague concerning pigs, one would fast because their organs are similar to those of humans, and certainly so if the matter pertained to non-Jews and not to Jews, they would still fast.
4 And they fast for a collapsed building in the city. How so? If a plague has spread in the city, and healthy walls that do not stand by the riverbank have collapsed, it is considered a distress, and they fast and sound the alarm. Similarly, for noise and strong winds that knock down buildings and cause harm, they fast and sound the alarm concerning them.
5 And they fast for the sick. How so? If a particular illness descends upon many people in the same city, such as diphtheria (meaning a throat-closing disease that closes the depths of the throat, they fast and seal the wells). Or [an illness] like smallpox, and the like, and if people are dying from that illness, it is considered a communal distress, and they decree a fast for it and sound the alarm. Similarly, a choking fever, when a contagious disease spreads, and if it spreads widely among the community, they fast and sound the alarm. However, a dry cough, they only cry out about it. Rema: And regarding these illnesses, there is no need for them to die consecutively within three days, as is the case with a matter that arises due to a change in the air. Instead, they fast and sound the alarm immediately for these illnesses. (Beis Yosef).
6 And for a wild animal that has been sent (driven), even if it caused only visible harm without actually injuring anyone, they fast and sound the alarm everywhere, even in distant places. However, if the animal is not sent but is a random occurrence, it is only considered sent if it was seen in the city on one day. If it was seen in the field on a day and did not run away from two people, then it is considered sent. If it was in a field adjacent to a pond, and it was seen chasing two people, it is considered sent. If it did not chase after them, it is not considered sent. If it was in a pond, even if it chased after them, it is not considered sent unless it caught both of them and ate one of them. But if it ate both of them in the pond, it is not considered sent, due to it being in its natural habitat and driven by hunger, not because it was sent.
7 Houses constructed in a settled and populated area, if they are located in a wilderness or rural region where wild animals are common, and a wild animal climbs onto the roof and takes a child from its crib (meaning a small bed made of iron), then it is considered sent. However, if it did not reach that specific crib, it is not considered sent. This applies to humans who endanger themselves by coming to a wildlife habitat. As for other types of crawling creatures on the land and flying creatures that were sent and caused harm, such as sending snakes and scorpions that cause harm but are not lethal, not to mention lice, mosquitoes, and the like, one does not fast or sound the alarm for them.
8 We also fast and blast for blight and chlorosis when it impacts the plants, even if it only impacts a small area the size of the opening of the oven (even far away (Tur), as long as it is within the same polity).
9 Similarly, we fast and blast for locusts, even if only one wing is seen in the entire land of Israel and even if it causes no harm to the produce. The same applies to the govai (a type of locust) in any quantity. For the chagav, we do not fast or blast but rather yell. Now since we do not know the difference between these species, we blast for them all.
10 The same applies to sustenance. How so? If the merchandise that most people of the town make a living off of, like linen in Babel and wine and oil in Israel, became cheap, and commerce was so depressed that the merchant must sell something worth ten for six, this is a public crisis and we blast for it. On Shabbat, we yell. on Shabbat, we do not blast.
11 The same applies to rain. How so? If so much rain comes that it becomes an affliction, we pray, because there is no greater affliction when houses fall and houses become graves. In the land of Israel, we do not pray over an excess of rain because it is a mountanous land with houses built in rocks where an excess of rain is good, and we do not fast to remove something good. Now in Tzfat there are houses that collapse due to rain and we pray over this.
12 If a city has one of these afflictions, that city fasts, cries out in prayer, supplicates, and blasts the shofar until the affliction passes. All surrounding cities fast but do not blast; they request mercy for them. In all places, there is no fasting, crying out, or blasting on Shabbat or holidays for any affliction besides the affliction of sustenance, wherein we do cry out on Shabbat.
13 Regarding a city surrounded by oppressors or a river; a boat shipwrecked at sea; even an individual being chased by oppressors, bandits, or an evil spirit; or an ill person suffering from a daily sickness (regarding blessing the sick on Shabbat, see 288); for all of these, we cry out and supplicate during Shabbat prayers, but we do not blast unless it is in order to assemble the people to help save their brethren.
14 On these fasts for afflictions, neither pregnant women nor nursing women, nor children fast. It is permissible to eat the night before even when fasting the next day. This does not apply to fasts for rain.
15 If a community has two afflictions, they only request mercy for one of them, as it is written, "We fasted and petitioned our God regarding this" [(Ezra 8:23)]. They say, even though in our hearts there are many afflictions, we have come to pray for this affliction. If they have both famine and plague, they request mercy regarding the famine, because when God gives plenty, he gives it to the living.
16 On every fast day that is imposed on the public for an affliction, the court and elders sit in the synagogue and investigate the actions of the residents of the city from after Shacharit until noon. They remove the sinful deficiencies and warn and investigate the violent and criminal, separating them. They humble the extortionists and do more things in this vein. From noon until to third quarter of the day, they read Torah and Prophets. In the last quarter of the day, they pray Mincha, blast the shofar, confess sins, and cry out as much as they can.
